GPS continues to champion and uphold Sarawak's rights as enshrined in the Malaysia Agreement 1963 (MA63), the Federal Constitution and the Inter-Governmental Committee (IGC) Report. Through a firm, consistent and constructive approach with the Federal Government, significant progress has been achieved in legislation, administration, strategic resource management and the return of Sarawak's assets.

Upholding Sarawak's Rights under MA63
Successfully championed the amendment to Article 1(2) of the Federal Constitution recognising Sarawak's position within the Federation of Malaysia.
Successfully championed the amendment to Article 160(2) incorporating the Malaysia Agreement 1963 (MA63) and the Inter-Governmental Committee (IGC) Report into the definition of "Federation".
Continued implementation of MA63 claims through the MA63 Implementation Action Council (MTPMA63), successfully resolving 13 of 29 claims.

GPS has successfully laid the foundation for a new, more sustainable, resilient and internationally competitive Sarawak economy. Through the establishment of strategic economic institutions, a stronger fiscal position, development of high-value industries, empowerment of local enterprises and investor-friendly policies, Sarawak is now on track to achieve high-income region status and become the ASEAN green economy hub.

Strengthening the Economic Structure
Established strategic economic institutions owned by the Sarawak Government such as the Development Bank of Sarawak (DBOS), PETROS and the Sarawak Sovereign Wealth Future Fund (SSWFF) to strengthen economic autonomy and ensure fiscal sustainability.
Strengthened PETROS's position as Sarawak's own oil and gas company, now recognised as the Sole Gas Aggregator in Sarawak, increasing control over the gas industry value chain and supporting Sarawak's aspiration to become a regional energy hub.

GPS has transformed rural and regional development through a more inclusive, structured approach focused on the needs of the people. Compared to development approaches centred on cities, GPS introduced a regional development model that accelerates infrastructure provision, strengthens government service delivery, stimulates the local economy and ensures every part of Sarawak enjoys more balanced development opportunities.

Closing the Urban-Rural Development Gap
Maintained a rural-biased development approach by allocating RM6.1 billion, or 66% of the RM9.3 billion development expenditure in the 2026 Sarawak Budget, specifically for rural development, including the Rural Transformation Project (RTP), Projek Rakyat, Regional Development Agencies and Special Projects.
Implemented 13,636 Rural Transformation Projects (RTP) under the 12th Malaysia Plan with an allocation of RM2.21 billion, of which 11,392 projects were completed by the end of 2025, covering the construction of village roads, bridges, jetties, community halls, drainage systems and various basic amenities.
Completed 404 Projek Rakyat by the end of 2025 with total expenditure of RM3.89 billion, directly benefiting community wellbeing across Sarawak.

Developing Integrated Administration Centres (IAC) across Sarawak to bring together various government agencies under one roof, increasing efficiency in service delivery to the people.
Completed IAC Serian (2021), IAC Sarikei (2024) and IAC Lawas (2026), while IAC Bintulu and IAC Limbang are scheduled for completion in 2026.

Provided Resettlement Scheme (SPS) and Village Expansion Scheme (SPK) lots, the Longhouse Personal Loan Scheme (PKPRP) and the Poor People's Housing Improvement Programme (PPRMS), and upgraded basic infrastructure to support the growth of new settlements and regional development.
Strengthening Community-Based Development
Implemented the Rural Transformation Project (RTP) focusing on the construction and upgrading of bridges, community halls, jetties, sports facilities and community infrastructure.
Developed agricultural infrastructure such as Collection, Processing and Packaging Centres (CPPC), farm roads, irrigation and drainage systems to support rural community development.
Implemented the River Cleaning and Rehabilitation Programme, which has rehabilitated 199.39 kilometres of rivers as at 30 June 2025, benefiting about 28,701 residents and river users, while reducing flood risk and improving navigation safety.
Encouraged joint monitoring between implementing agencies, community leaders and Village Security and Development Committees (JKKK) to ensure every project meets specifications, is completed on schedule and delivers maximum benefit to the community.
Boosting the Local and Rural Economy
Implemented various commercial agriculture, rural industry and local-resource-based enterprise programmes that increase rural household incomes.
Strengthened homestay development as a community tourism product, producing hundreds of local operators and generating income for rural communities.
Encouraged the development of handicraft enterprises, rural industries and micro-enterprises to create job opportunities and diversify community income sources.
Empowered communities through the Village Transformation Programme (VTP), which provides skills training, entrepreneurship and capacity-building in areas such as fertigation, hydroponics, culinary arts, sewing and handicrafts, helping participants generate new income.

GPS has positioned Sarawak as a leader in the green energy transition and sustainable development in the ASEAN region. Guided by the Post-COVID-19 Development Strategy 2030 (PCDS 2030), Sarawak is leveraging its hydro resources, biodiversity and technological innovation to build a low-carbon economy that generates new growth, attracts high-quality investment and creates high-value job opportunities. This approach proves that economic development and environmental preservation can move together for the prosperity of the people and the sustainability of future generations.

Accelerating the Transition to Diverse Clean Energy
Approved the Sarawak Energy Transition Policy (SET-P) as the key policy balancing energy security, environmental sustainability and economic growth.
Launched the Sarawak Hydrogen Economy Roadmap (SHER) in 2025 as an action plan to develop a world-class hydrogen ecosystem.
Approved the Sarawak Sustainability Blueprint 2030, comprising 10 strategic thrusts, 48 strategies and 112 action plans as Sarawak's sustainable development framework.
Diversified the energy mix through the development of hydro, solar and hydrogen as key energy sources.
Implementation of this new energy policy is expected to generate RM350–430 billion in investment and 44,000 high-skilled job opportunities in the green energy sector.

Enforced the Environment (Reduction of Greenhouse Gases Emission) Ordinance 2023 effective 1 March 2024.
Began developing the Sarawak Net Zero Strategy and Carbon Plan as Sarawak's decarbonisation pathway to 2050.
Developed a Measurement, Reporting and Verification (MRV) system and carbon registry to support the carbon market and Greenhouse Gas (GHG) emissions compliance.

GPS continues to strengthen infrastructure and connectivity as the foundation for economic growth, the wellbeing of the people and balanced regional development. Through strategic investment in roads, bridges, modern transport systems, utilities, digital networks and logistics, Sarawak is building an infrastructure ecosystem that connects cities, rural areas and the interior more efficiently, safely and sustainably.

Expanding the Road and Bridge Network
Accelerated development of strategic road networks through the Pan Borneo Highway Sarawak, the Sarawak Coastal Road, the Second Trunk Road and rural connector roads that form the backbone of Sarawak's transport system.
Invested RM6.92 billion in the construction of 21 major bridges under the Coastal Road and Second Trunk Road projects, fully funded by the Sarawak Government.
Completed eight major bridges in 2025, including the Marudi Bridge, the Tun Abdul Taib Mahmud Bridge (Bintulu–Jepak), the Batang Lassa Bridge, the Tun Datuk Patinggi Tuanku Haji Bujang Bridge, the Batang Saribas 1 Bridge, the Datuk Amar Juma'ani Bridge and the Batang Kemena Bridge.

Guided by the Post-COVID-19 Development Strategy 2030 (PCDS 2030), Sarawak is not only leveraging technology to improve public service delivery efficiency, but also building an innovation ecosystem that positions Sarawak as a leader in artificial intelligence (AI), semiconductors, space technology and biotechnology. Leading the Digital Economy
Developed S Pay Global as a digital payment platform now also used to channel government aid such as SKAS, encouraging cashless transactions among the public and traders.
Introduced Sarawak Pass as a single digital identity enabling residents to access various government services more easily, securely and seamlessly.
Expanded quality internet access through MySRBN, which as at July 2026 has provided coverage to 797 sites, recorded more than 40,000 subscriber registrations and connected more than 40,000 homes, particularly in rural areas.
Strengthened the digital economy agenda through digital infrastructure development and expanded use of digital technology in trade, education, health and public services.
Improving Digital Government and Service Delivery

GPS has transformed the agriculture and agrofood sector into a new economic growth driver through technology modernisation, increased productivity, a stronger supply chain, development of the livestock and aquaculture industries, and expansion of domestic and international markets. Various initiatives have been implemented to strengthen food security and increase the income of farmers, livestock breeders and fishermen.

Modernising Agriculture and Agrofood
Allocated more than RM1.3 billion for agriculture sector development under the 11th Malaysia Plan, including RM265 million for the Agriculture Facilitation Fund (AFF) and Community Extension Outreach Programme (AgriCOP), and provided RM150 million as the Sarawak Agro Fund since 2022 to boost agricultural sector development and raise farming community incomes.
Developed Food Basket Development Areas in Betong, Sarikei and Mukah as Sarawak's food production centres.
Implemented the use of Internet of Things (IoT) technology, mechanisation and automation in the agriculture sector to improve efficiency and productivity.
Provided farm mechanisation and automation services for 479.14 hectares of paddy fields, and expanded implementation in Kuching, Serian and Sri Aman.
Supplied 257 units of agricultural machinery and equipment benefiting 1,446 farmers and agro-entrepreneurs across Sarawak.
Strengthened research and innovation in smart agriculture, biotechnology, food crop technology and commodity production technology to accelerate the adoption of modern technology in the agrofood sector.
Empowered farmers and fishermen through training and technology transfer, and assistance to 8,766 fishermen under the Monsoon Season Fishermen's Assistance (BMTN) and 6,653 fishermen through the Fishermen's Equipment Input Assistance (BIPPN).
Conducted 450 training sessions involving 14,381 participants, as well as 527 community outreach programmes benefiting 54,636 participants across Sarawak.
Strengthening Food Security
Allocated more than RM110 million under the 11th Malaysia Plan for food production area development, including Food Basket Development Areas, Permanent Food Production Parks (TKPM) and AgroParks across Sarawak.
Developed Permanent Food Production Parks (TKPM) at seven key locations producing 15,300 metric tonnes of crops worth RM32.99 million from 400 hectares, involving 101 participants.
Strengthened the paddy industry through development of paddy granary areas in Stumbin, Sri Aman, implementation of farm mechanisation and automation, and provision of paddy seed inspectorate training.
Implemented the Mid Sadong 1 (Lubok Punggor) Rehabilitation Project to increase paddy yields, reduce dependence on imported rice and reduce flood risk to paddy fields.
Provided agricultural infrastructure through the construction of 1,038.6 kilometres of farm roads benefiting about 3,400 farmers across Sarawak.

Allocated more than RM170 million under the 11th Malaysia Plan to develop agricultural infrastructure including Collection, Processing and Packaging Centres (CPPC), farm roads and irrigation and drainage systems.

Driving Sarawak Towards Becoming a Net Food Exporter
Increased the export value of agriculture, livestock and fisheries products from RM9 billion in 2015 to RM11 billion in 2019.
Developed 31 value-added products and 10 downstream products, and strengthened agricultural technology research and commercialisation through the Semengok Agricultural Research Centre.

GPS continues to strengthen human capital development as the main driver of Sarawak's economic transformation. Guided by the Post-COVID-19 Development Strategy 2030 (PCDS 2030), the Sarawak Government is implementing various initiatives to expand access to quality education, strengthen technical and vocational education and training (TVET), develop talent in Science, Technology, Engineering and Mathematics (STEM) and artificial intelligence (AI), empower youth and strengthen cooperation between educational institutions and industry. This approach aims to produce a highly skilled workforce capable of meeting future economic needs.

Implemented the Sarawak Free Tertiary Education Scheme (FTES) beginning 2026 at Sarawak Government-owned higher education institutions for strategic programmes supporting state economic development.

Strengthening Quality Healthcare Services
Expanded access to healthcare services through the upgrading of 35 rural health clinics and Sarawak General Hospital, including the SGH Heart Centre.
Provided RM500 million for the construction and equipping of the Sarawak Cancer Centre through cooperation between the Sarawak Government and the Federal Government.
Carried out repair works on dilapidated clinics and health facilities, particularly in rural areas, to improve the quality of healthcare service delivery.
Produced more local doctors and medical specialists through sponsorship of education and specialist training for Sarawak's children since 2017, with an allocation of RM80 million.
Expanding Access to Public Housing
Provided 9,420 residential lots under the Resettlement Scheme (SPS) and Village Expansion Scheme (SPK) as at June 2025, with total development ceiling exceeding RM1.81 billion, including improved basic infrastructure such as paved roads, concrete drains and walled lots.
Helped more people own their first home through Mutiara Mortgage & Credit Sdn. Bhd. financing, with 2,019 applications worth RM159.4 million approved for B40 and M40 groups.
Channelled the Housing Deposit and Repayment Assistance Scheme (HDRAS) to 2,651 recipients to help with deposit and instalment payments for first homes.
Provided the Sarawak Rental Assistance Scheme (SRAS), which has approved 5,889 applications to help B40 groups secure comfortable housing in urban areas.
Improved living standards for rural communities through the Longhouse Personal Loan Scheme (PKPRP), benefiting 1,143 longhouses involving 24,739 doors.

Provided the Sarawak Endowment Fund (EFS) of RM1,000 to every baby born in Sarawak, with 132,925 babies having EFS accounts as at June 2025.
Channelled Maternity Assistance (BIB) to 83,102 mothers as at June 2025 to help ease post-delivery expenses.

Implemented 18 series of the Youth Roadshow Programme across Sarawak with participation of about 18,700 youths as a platform for dialogue and engagement between government and youth.
Organised the Sarawak Career and Training Fair (SCaT Fair) to expand education, skills training and employment opportunities for graduates and youth.
